As Steel Ocean and World of Warship use the same ships and commanders (even if Steels Oean have a lot more ships and commanders), I tought the mecanics will be almost the same.
Still you can use them on all ships, but the perks of each commanders goes better with a specific kind of ships, if you want to maximize your commmanders. Some are made to Command Destroyer, others Cruisers, others Carrier Vessels, and other Big Battleship and some others Submarine. I play another ship game called Steel Ocean, and there is a big difference beetween Commanders in that game (also that a ship can use 5 commanders instead of 1).
